Al--Fatihah translation, verse 1

Which of these translations best represents the Arabic, for Al-Fatihah verse 1?

1. In the name of Allah, the Entirely Merciful, the Especially Merciful.

[This is the older translation that has been used for many years]

1. In the Name of Allâh, the Most Beneficent, the Most Merciful.

Can anyone explain the reason for the change? Does the new use of "merciful" twice better represent the Arabic?
